The Only Question That Matters: Capacity at Temperature
Every heat pump has a nameplate capacity, measured at 47F, and that number is nearly useless for winter planning. A true cold-climate machine holds most of its nameplate through the teens. One line on the quote settles it, and it is not negotiable.
Variable Speed, the Chesapeake Feature
Single-stage compressors are on-off switches; variable-speed compressors modulate continuously, and in this climate the difference shows up in both seasons. In winter a modulating machine runs long and low through the shoulder months and ramps smoothly when a front drops the metro into the teens. In summer it is the difference between cooling and actually dehumidifying, and a Chesapeake July is a dehumidification problem first. Sizing: The Rowhouse Discount and the Detached Premium

A party-walled rowhouse loses heat through two facades and a roof; its real load is a fraction of its square footage, and oversizing it buys short-cycling, poor dehumidification, and wasted capital. The detached stock runs the other way: four exposed sides, tall ceilings, finished third floors, and it needs every BTU the calculation finds. A bidder who quotes both shapes the same tonnage per square foot has not done the work, and the room-by-room load report, Manual J or equivalent, is the document that proves the work happened. Most ducted installs carry electric resistance strips as backup, and plenty of conversions leave the old furnace or boiler idling through a first winter. The distinction that matters is proportion. Backup covering the last few degrees on a handful of mornings is engineering; a system leaning on strips from the twenties downward is a sizing failure wearing a heat pump badge, and it shows up as the winter electric bill that sours households on the technology. Ask how the backup lockout will be configured at commissioning, and get the threshold in writing.
What the Efficiency Tiers Are Quietly Telling You
Maryland's incentive structure doubles as a specification checklist. BGE's standard rebate requires SEER2 15.2 or better on a central ducted heat pump, and the EmPOWER electrification pathway runs through an audit that examines the whole house, not just the box. Treated as signals rather than paydays, both point at the right machine: qualifying equipment is equipment selected against a published standard. Defrost and Placement, the Details That Show Up in February
Two installation details ride along with equipment choice. First, defrost: in Baltimore's humid winter air, outdoor coils ice up in the 25 to 40 degree band, and the machine periodically reverses to clear itself, a normal cycle that produces a whoosh and a plume of steam.
